in the very same room. today we can thank rosa parks for making it happen. just take a look at this live picture as we speak, a dedication ceremony is getting under way in the u.s. capitol. it's for a statue honoring the won who refused to give up her seat on a city bus in alabama circa 1955. the nation's first african-american president is due to speak in about 40 minutes and you're going to hear from him live right here on cnn and you can follow the ceremony start to finish on cnn.com. all the dignitaries filing into the capitaocapitol. by the werek it will be a houseful with congressional leaders who will join the president. this is a big deal too. while there are many statues in the capitol there are almost none that are a congressional effort so to speak. many private funds feature statues. this is something congress has done for one of the most important women in american history. >>> but we're going to start with multitudes staying good-bye to a pope. he gives up and resigns the leadership of the roman catholic church. this last hurrah of the benedict, it comes -- benedict xvi com

of clouds. temperatures, again, 29 fairfield. napa's 32. santa rosa is 32. outside of sonoma, 32. near sonoma and kenwood, 29. 30s, livermore is in there. brentwood is 39. antioch, 34. walnut creek, 36. 30s for concord. also near half moon bay, i've seen a lot of 30s. el granada, pescadero. near the half moon bay airport, i saw 37. still that easterly breeze or northerly breeze. most locations say calm, it's there. take a look at one heck of a system, continues to churn and slowly, slowly tro dues a lot of snow -- produce a lot of snow here. it's drifting to the northeast. any travel plans for the great lakes will probably be delayed. a lot of tropical clouds. so mostly sunny to start. partly cloudy later on. it will be nice. but a little cooler to the north bay with the addition of those clouds. 60s, 70s for some. temperatures are above average here, especially inland. they are pretty close to inland this time of year for the coast and also in san francisco. but temperatures will continue to be mild to warmer on friday. then -- i think we go partly to mostly cloudy on friday. with tro

santa rosa scattered showers showing up toward bodega bay but more sliding southward throughout the day today and it looks like it's going to stay unsettled today and into tomorrow. snow levels to 2500 feet tonight and tomorrow morning. so one of the coldest systems we have seen in a while. 38 degrees in livermore right now, 43 in santa rosa. by the afternoon we are going to keep it cool and brisk outside. highs yesterday in the 50s and low 60s. today much cooler. we are going to be struggling to get into the 50s around parts of the bay area. colder over the mountaintops and more showers on the way, too, gianna. >> all right, don't forget those jackets today. jumping over to mass transit right now, everything is right on time as far as bart, muni, caltrain and ace trains go this morning. we are getting reports though of the vallejo ferry is using bus shuttle service this morning due to mechanical problems so plan for that. elsewhere lots of roadwork this morning. live look at the golden gate bridge not a lot of cars on the road this morning

know on the hayward side there's fog. concord, livermore, napa, santa rosa. yesterday, it was the north bay. patchy fog but hazy and warm. mostly sunny. higher clouds. next rain, thursday, friday. next thursday, friday. although it's looking more like a colder system than a rainy system. we need the rain. if you thought where is the breeze, there has not been much. others in the east bay, have a pretty good offshore wind continuing. that for shom the offshore breeze is in place. that means the coast has really nice weather. temperatures on the lows are even warmer that morning than yesterday it will be sunny. mostly cloudy. there's some higher clouds. i think most of those day towards more central california. 30s for some. 49. redwood city, san rafael is at 41. livermore is 32. so some of those higher clouds to the south, the forecast model picks up on it a little bit. mainly about san jose south and then the fog will fall apart. there will be some but then it will go away. today, a challengey start. hazy sunshine. highs, 7 in clearlake. 70 in gilroy. sonoma is in there. st. helena warm

is under 100% of the season. in the immediate bay area, santa rosa is now 99% of normal. san francisco 90 and san jose, 86. we were doing so well until january came and february is not looking much better. there's really not any screaming message that says rain, rain, rain. not a lot. warmer this week as high pressure builds in. our system continues to march across the country. it's snowing cincinnati. down towards memphis and then rain in the deep south and then heading into the carolinas and even parts of jacksonville. we could pick up .25. they pick up a wide variety of weather. 30s for temperatures or 40s. temperatures will hold now that the fog has formed. high pressure says i will make it nice and warm a little later. but a lot of morning fog and then plenty of sunshine. 50s, 60s. st. helena, clearlake, ukiah, 67 to 68. 63 walnut creek, 63 alameda and berkeley. a little bit more of a summertime pattern even though it's a very small scale. temperatures will beer warmer inland -- will be warmer inland. tomorrow looks warmer. we'll carry that into friday. >> thank you, steve. >>> barry

after 2014? i do not understand that. in fact, i have introduced with rosa delauro h.r. 125, the congressional oversight of afghanistan agreement act of 2013, which is a bipartisan bill introduced by us and we are reaching out to our other colleagues to say, congress, let's get on the floor, let's debate whether we should stay there 10 years after 2014 or not. mr. speaker, i sincerely believe that the american people would back this legislation because the american people have seen the total chaos right here this week, last week and the next couple weeks to come talking about sequestration. but i don't think the leader of afghanistan is worried about sequestration because we're going to send him all the money that he wants while we tell the american people we're going to cut your jobs, we're going to cut your programs. that to me is absolutely ridiculous and unacceptable. mr. speaker, it is time for the american people to say to congress, let's start rebuilding america and stop rebuilding the rest of the world. mr. speaker, beside me is a poster of young army officer who los

especially the north bay area with half a mile in santa rosa and less than a quarter of a mile in novato and half mile at half moon bay. it is shallow, though, so expect sunshine. today is the warmest days in the forecast, low-to-mid 60's the scene coast and mid-60's to near extend for the bay and inland. >> happy thursday. coming in from marin, no fog there but the scene southern portion of the golden gate bridge you can see the headlights headed south the fog settles on the toll plaza side. in san francisco there is patchy fog, as well, but it is not limiting the visibility that far but there is road work the scene northern part of the bay bridge. north 85 ramp to northbound 280 is closed because of construction until 5:00 this morning in the cupertino area, and san jose, north 280 to north 880 that ramp is closed for 30 more minutes. road work eastbound dumbarton bridge until 6:00 this morning we have a fog advisory for the bay bridge and heavy fog on the peninsula from 280 to 92 the western portion toward half moon bay. >> the athlete who made history as a first double amputee to run

in the clouds and also some patchy dense fog out toward some of the inland valleys for santa rosa and napa. concord a record low of 40. here's the weather system developing out here in the pacific. tomorrow partly to mostly cloudy skies. the clouds will be on the increase. this moves into the region producing rainfall. we haven't been talking about much rainfall this time of year. this is not an extreme rainfall producer. but the cold air moves in. that will drop our snow levels down to 2,500 feet possibly down to 2,000 feet. so we could have a bit of a dusting in the bay area hills. as we mentioned the clouds will start out the day for your monday. then they thicken up the cloud cover. this system tries to bring a few sprinkles. here's what happens first thing tuesday. the cold air sweeps into the region and we could have dropping snow levels down to 2,000 feet especially by tuesday afternoon and tuesday evening. bulk of the rainfall expected by mid-morning tuesday. as far as tomorrow we'll continue to cool things off mainly in the mid- to upper 50s. no more 70s. no more 50s. san jose a f

rights icon rosa parks by unveiling a statute in the u.s. capitol, the first full statue of an african-american to stand in the halls of congress, across the street, the supreme court will be hearing arguments from those challenging the constitutionality, the voting rights act reauthorization named in part for rosa parks. an act both republicans and democrats came together after extensive days and days and days and weeks and weeks of hearings and signed into law by a republican president. in the pending case, the challengers of the supreme court seek to strike down section 5 of the voting rights act, even though that critical section is protecting the constitutional guarantees against discrimination and voting where 100 years of prior civil rights laws have failed. now, the supreme court got it right four years ago when they upheld the constitutional authority of congress to reauthorize section 5 against a similar challenge. neither the words of the constitution nor the importance of these critical provisions protecting the right to vote has changed in the last four years. under these
